This action, applied to a layer allows the item to dynamically move horizontally, vertically or diagonally on the the page.

Select the layer then apply the Move layer action from the Item > Action menu.

Speed - The time interval between each movement of the layer (in thousandths of a second).

X - This is the distance that the layer moves horizontally at each interval (in pixels).

X-Limit - When the layer has moved this number of pixels horizontally, the movement will stop.

Y - This is the distance that the layer moves vertically at each interval (in pixels).

Y-Limit - When the layer has moved this number of pixels vertically, this movement will stop.

Loop - This controls whether the movement will loop.

Setting the X and Y parameter together will move the layer diagonally. If you only want the layer to move in one direction, set the other parameter (X or Y) to zero.
